Outstanding Opportunity | Rare, Key Leadership Appointment 

Our client, the Essential Services Commission of South Australia (ESCOSA), is the independent economic regulator established by the State Government of South Australia to regulate prescribed essential utility services supplied by the electricity, gas, water, ports and rail industries. The rare opportunity has arisen for a new Director, Consumer Protection and Pricing to join ESCOSA at an exciting time in the organisation’s history. 

The Director, Consumer Protection and Pricing is a key leadership position within the Commission, managing and delivering the critically important work of the Consumer Protection and Pricing Group. Responsible for the management and delivery of the Commission’s regulatory design and implementation functions, this role has a focus on providing leadership to the Group and across the organisation, high-level strategic advice and the effective development and implementation of key areas of regulatory work, including: service standards, consumer protection requirements, pricing determinations and access and competition reviews.

Reporting to the Chief Executive Officer, and with direct access to Commissioners and close working relationships with other Directors, a critical part of your role will be in engaging with consumers and consumer groups, government, industry and other regulatory bodies, including other regulatory organisations, in order to effectively deliver the Commission’s objectives and work program.

We are seeking applications from dynamic executives with outstanding interpersonal communication skills who can demonstrate exceptional senior leadership and management outcomes, preferably from within a regulatory environment. You will understand the legal and methodological frameworks underpinning South Australia’s economic regulation, or be able to demonstrate the ability to have successfully and rapidly transitioned into a complex environment akin to that of ESCOSA. This may include significant change or reform experience at a State or Commonwealth level, or from within the private sector.

You will have proven advocacy, relationship management and representational skills at all levels, a commitment to ethical practices and behaviours, experience managing complex functions and strong planning, project management and budget management skills. This is an exceptionally exciting position, available for the first time since 2010, which delivers a critically important function to South Australians from within a highly dynamic environment.
